Gauhati HC rejects disqualification of 14 MLAs
GUWAHATI, Mar 30: The Gauhati High Court on Wednesday set aside disqualification of 14 rebel Congress MLAs of Arunachal Pradesh by erstwhile Speaker Nabam Rebia.
The order was passed by the division bench of Justice comprising Tinlianthang Vaiphei and Ujjal Bhuyan, said Senior advocate SS Dey.
These 14 MLAs, including current chief minister of Arunachal Pradesh Kalikho Pul, were disqualified by Rebia ahead of a controversial Assembly session convened by governor JP Rajkhowa in December last year.
Rebia’s order was challenged by the MLAs in the Gauhati High Court and a single-judge bench of Justice B. K. Sharma had stayed the order in January this year.
Rebia had challenged the interim stay order passed by the High Court in the Supreme Court. The apex court, however, remanded the matter back to the high court with a direction that it should be heard by a division bench.
After prolonged hearing, the division bench ruled that the order passed by the Speaker was illegal and set it aside.
The judgement directed the Speaker to take appropriate action within the next 15 days to convene the House for the election of a member to decide on the question of his disqualification and that of the remaining 14 members on the basis of the petition. This was keeping in view the fact that the present Speaker of the Assembly is also a petitioner.

Diyun incident exposes real character of refugees: AAPSU
ITANAGAR, Mar 30: All Arunachal Pradesh Students’ Union (AAPSU) on Wednesday demanded the State Government to initiate an enquiry into the incident of violence at Diyun in Changlang district on Tuesday where the Hajong refugees reportedly vandalized the office of the extra assistant commissioner (EAC).
At least two people have reportedly injured following police firing at Diyun in Changlang district after Hajong refugees attacked the office of the EAC following a hearing pertaining to demarcation of a new Hajong village.

“The incident should open eyes of the Supreme Court which issued a one-sided directive in favour of the refugees,” Lapung said.

Meanwhile, the Lower subansiri unit of APCSOA has also vehemently condemned the brutal mob attack on Datum Gadi, EAC, Diyun in his office premises on March 29 and also destruction to government properties and personal vehicle of the officer, DIPRO reported.

Budget 2016-17: Comprehensive plan to develop health delivery system
[ Raju Mimi ]
Chief Minister Kalikho Pul in his budget speech of March 23 spoke on complete overhauling of health sector. What he proposes to have is a comprehensive proposal plan to improve health delivery system in the state to provide high-quality and cost-effective care.
As first step, the proposal will outline the basic infrastructure requirements and facilities required in all health care units starting from state level hospitals to sub centres – covering all zonal hospitals, district hospitals, primary health centres and community health centres in the state.
Having clear picture of the requirements, each health care unit will be then asked to submit an inventory status report. Based on the report, wherever required the inventory supplement will be made including filling up of all the shortages.
The chief minister insists that to ascertain the critical gaps such as of ambulances, investigation equipment, medicines and other facilities; he would opt for ground visit to have clear picture of the requirements. On any critical situation, decisions would be taken on the spot with the health department to ensure full-fledged facilities in the health centre.
To provide a complete infrastructure face-lift of all the health institutions across the state – the chief minister plans to phase out all hospital infrastructures built during the union territory days, which will be done in phase manner and in planned way. For other existing buildings, necessary repair works would be taken up for any minor damages, and for the old dilapidated ones; it will be replaced with new constructions wherever required.
On manpower shortages, the state government has created 2541 posts from sweeper to specialists in the health department. For local people to have preference over the jobs, the recruitment process for the group C&D category will be conducted at district level. Also to prevent random appointments, the process of recruitment will take place on one common date.
The rationale behind the complete overhaul of health institutions as proposed through the comprehensive plan proposal by the chief minister is to “deal with health problems at early stage, before it can grow into something serious”.
According to him, timely detection and prevention of diseases can save money, time and lives. This he intend to achieve by providing all the required facilities – manpower, medicines, infrastructures right from the sub-centre level to zonal hospitals. Also, starting from when a mother conceives the baby, till the child attains the age of six – if proper nutrition, vaccination and routine health checkups are maintained – then almost 80% of health problems can be eradicated.
So to strengthen all the mechanisms to ensure effective health service, the chief minister has given special attention to the welfare of the grassroots health workers such as ASHA activists and other community health workers. They are not only the frontline workers but have grassroots knowledge and understanding of the health situations on the ground.
Also, in the last few years, health indicators in the state have shown poor results against the set target as mandated by the government of India. The health indicator, such as, Infant Mortality Rate (IMR), Maternal Mortality Rate (MMR) and Total Fertility Rate (TFR) in Arunachal has increased. The National Health Mission (NHM) target for IMR is 25 by 2017 – but in Arunachal in the previous three years, it has consecutively increased to 31, 32 and 33. The TFR target should be less than 2.5 but the state data hovers on 2.7.
Irony it may seem, the state has no data to MMR, where the NHM target is 100. Lack of such health statistics will greatly hinder the health planning process, which will have profound effect on service delivery. (The contributor of the article is APRO to Chief Minister)

Warning bell

The Chakma Hajong refugee issue is once again back in the forefront. Yesterday clashes broke out when group of settlers attempted  to ransack office of extra assistant commissioner (EAC) alleging that a Gaon Burah (GB) of Madhupur-I Hajong village under Diyun circle was allegedly beaten up by the EAC. While officer has strongly refused the allegation, the Committee for Citizenship Rights of the Chakmas and Hajongs of Arunachal Pradesh (CCRCHAP) leveled serious allegation against him and claimed that victim GB has received grievous injury.

As per the report, the Gaon Burah was summoned to EAC office after controversy erupted over the demarcation of a new village. EAC alleged that instead of coming alone to settle the issue, the GB brought in large number of villagers to gherao his office and was trying to intimidate the local officials. With both the sides leveling serious charge against each other, the state government should immediately investigate the matter and find out the truth. Also government of Arunachal should take this incident as a warning sign. With Supreme Court directing centre and Arunachal government to grant citizenship right to Chakma-Hajong refugees, in coming days it is expected that there will be bitter conflict between locals and the settlers. The local indigenous Arunachalee people strongly oppose the move to grant citizenship right to the refugees. In this regard state as well as central government will have to take precaution.

Apartheid disrespectful to divine design

Dear Editor,

It is horrific to visualise a monochromatic world. There is no chance of enjoying the beauty of happy-go-lucky clouds floating in an azure sky or colourful flowers in various shades of green leaves in such a world. No chance of seeing a school-boy with his jet-black-hair, wearing a lemon-colour-shirt and purple-trousers. One colour means our not being able to see flying birds in the sky. Have we ever imagined how many accidents an one-colour-world may cause? One-colour-cars on one-colour-roads are being managed by one-colour-traffic-signals! That would have made us see red. We will definitely feel blue if we are to live in a monotonous monochromatic world.

Therefore, apartheid to a certain colour or colours is just showing disrespect to divine design. There is a beautiful song in Bengali which goes like this, “If black is bad then why do you cry when your hairs start greying?” (“Kalo jadi mondo habe tabe kesh pakile kando kane?”). Let all the people of the world, dark-and-lovely; brown-and-lovely (It’s me!); fair-and- lovely and yellow-and-lovely join hands together and sing, “Counting colours in the rainbow/ when the sun has made the rain go/ in all those colours I see above me/ I count the blessings of someone who loves me” and recite, “The woods are lovely, dark and deep,/ But I have promises to keep,/ And miles to go before I sleep,/ And miles to go before I sleep”.

Let the interview be conducted

Dear Editor,

Through your esteemed publication, I want to make a request to John Libang who has filed a suit against recent advertisement of PGT, TGT and different categories of teachers in Department of Secondary Education.

This is my third consecutive attempt for the post of PGT and in earlier two attempts, I have been to Viva-Voice. Though I was not selected but talented and well qualified among us were fairly selected by the Department. This time I was lucky enough that, my age is at least within the upper limit. Moreover, thousand of aspirants lined up for collection of form, stamps, treasury challan, and bank deposit.

Thus, I personally and other aged aspirants  would like to request you to kindly withdraw the petition from the court and let the Department conduct the interview. If the APCS re-advertise the interview then my age limit will exceed and my hard earned certificate of M.A and B.Ed would lay silent.

One thing I want to ask is why we should go for APPSC, the  most complained commission in this world. Dilemma, hunger strike, even burning of commission office, paper leakages, not to forget that one interview covers more than three years. The need of hour is to select teachers immediately so that schools without teachers can function properly.

Finally, I request with fold handed to withdraw the case and let the department conduct the interview without farther delay as all formality has been done.

Yours,

Aspirant,  PGT

Let there be Civil Terminal at ALG, Ziro

Dear Editor,

Apropos to Ringside view article “Never ending flip-flops” by Tongam Rina which appeared in your daily on March 30 has perfectly put the perspectives of   what I prefer to coin it the “Era of Compensation Business” in its right place. This has indeed become dear to all, cutting across politicians, bureaucrats,  landowners, etc. It has been also one of the major tumbling blocks for many developments to take shape and which are lying pending for long.  Greed for exorbitant compensation is  indeed difficult to handle by the Government where many are hand in gloves to reap as much as possible. Ironically, the cost of compensation in some cases seems much higher than the projects itself.

In respect to Air Port, seeing the hopeless situation and considering the immediate requirement it would be prudent on the part of government   to at least make Advance Landing Ground(ALG), Ziro for Civil Terminal (CT) . Ziro is just 2 hours drive from Itanagar if road from Potin to Ziro is maintained and taken care of, whereas it takes 7-8 hours to reach Guwahati Airport.

CT at  Ziro ALG is a viable and workable option. Flight AN 32 with 50 seat will suffice the requirement for now. Inauguration and Test run has also been completed. Just we need is CT near the present ATC. This will benefit and cater the need of every Arunachalee in all purpose. Moreover, Ziro being one of the sought afte tourist destinations, it makes more appropriate, particularly for people coming from outside. They will first touch upon a beautiful Ziro valley, Switzerland of East (as many calls it) and have pleasant impression on their arrival.

I would like to request the Governor of AP through this forum to consider seriously on the present ALG rather than asking for many ALGs.  Priotise the projects which are immediate in nature and may give succour to whole mass.

Yours,

Dr.  Nani Tamang Jose

Let us spread our wings

Dear Editor,

Through your esteemed column, I would like to draw the kind attention of our state Government and concern authority that the importance of learning is to enable the individual to put his potentials to optimal use. Education makes a man right thinker and a correct decision maker. It achieves this by bringing him knowledge from the external word, teaching him to reason and acquainting him with past history, so that he can be a better judge of the present. With education, he finds himself in a room with all is windows open to the outside word. A well educated man is a more dependable worker, a better citizen, a centre of wholesome influence, pride to his community and honour to his country. A nation is great only is proportion of its advancement in education.

Every citizen should have at least as much education as may enable him to weigh, judge, choose, and decide for himself.

I want the Government to look after education system first and focus more in it. Let us spread our wings so that we may touch the sky of our destination. There are still millions who only dream of school.

Yours,

Nabam Logu
